If an item on ebay is labeled "hemmed"..

If a skirt on ebay is labeled "hemmed".. does that mean that it has a hem(as in it is not just frayed/cut) or does it actually mean re-hemmed?
I bought a skirt off ebay labeled hemmed and I gave the person neutral because I feel like it should have been labeled re-hemmed. Who is correct? By the way it was re-hemmed very badly(stitching coming undone and non-existant in some areas).

I would take it to mean it was shortened from how it was original sold. I would assume it meant with stitches. But I would also assume the stitches would be intact.

Usually if it states hemmed, I would take it to mean that it has been taken up or altered and would ask about it. I wouldn't expect something that wasn't altered to say 'hemmed' as most skirts come hemmed. If it isn't hemmed ie. raw cut, I would expect it to state that as well because that is also not the norm.

The listing should have stated that it was done by a novice and was coming undone!

Here is what i left for feedback:"Hem is coming undone and appears to have been hemmed by non-professional."
If it had been hemmed nicely I would not have given her a neutral. But it appears that I just don't know sewing lingo and I am in the wrong. Can't return it because it was .99 cents and then 7.99 shipping. Moving on. Just because pics are worth a 1000 words...here is a pic of it.

I would also assume "hemmed" was shortened from the original length. I couldn't tell from the picture what the hem job looked like. But if stitches are coming out, regardless of it was original or done later, that is a flaw that should have been noted. I think a neutral is fair feedback.
(In the future if you see shipping that is high like that, before you pay you should ask the seller if they are willing to send the item in a flat rate envelope. That would cost $4.90 ish cents and is much less than the $7.99 you paid. It doesn't hurt to ask and save yourself some $$. )

You can have the hem fixed if you know someone that sews. You can also just take out the stitching ... and have a frayed hemline if you like that look.

The picture is small so it is hard to see but it looks like the original hem is intact so if you just take the stitches out it should be good as new. It may have a faded line where hem was but that is really popular on jeans right now anyways.
