Yes! My son sometimes gets into the habit of licking his top lip until he has a red mustache. Lanolin protects his skin and makes it less likely for him to lick it. I also have an all natural healing balm that works well too, and we've found that Aquaphor works well in a pinch. I actually think that chap stick can make it worse when it is really bad.

I only read to page 2, but in case it hasn't already been mentioned, A & D ointment works awesome. Dd's lips get cracked and sometimes bleed, too. When I bathe her at night, I hold a warm wet washcloth on her lips to soften the dry skin, then gently scrub off the flakes. After she brushes her teeth, I slather on the a&d.

DS1's lips chap frequently. We've gotten in the habit of having him put Vaseline on his lips every night right after brushing his teeth before bed. His lips have gotten much better. It seems more effective for him to prevent it by applying it daily than trying to fix it after it gets bad. Once you get this cleared up, you may want to try something similar.

I will also put in a plug for Vaseline. I have always had dry lips and used a crapton of Blistex & Carmex, but then I developed an allergy to lots of ingredients that caused my lips to break out (even if I put the offender on another part of my body, my lips broke out.) Beeswax was one of my allergens so that's when I switched to plain Vaseline. My boys get very dry, cracked, bleeding lips in the winter and Vaseline helps immediately.

I have also used lanolin in the past and it works well, but I didn't like the sticky factor.

Anything to keep saliva and water from getting his lips wet and then drying. The Vaseline, lanolin (my fave!), cocnut oil, aquaphor, beeswax, etc are all waterproof and have staying power. Saliva can't get through and it stays on longer than Chapstick. It's the drying that keeps them from healing, so you need to keep the moisture locked in.

Lansinoh is a miracle worker for chapped lips! Seriously, you will be amazed. Also, CJ's BUTTer works, but I use that when it's not too bad yet. Your poor boy.

If you don't have Vaseline - do you have any lanolin? That will be a great barrier as well and help keep his own moisture in to speed the healing.
