Help w/ Noodle-Head pouch instructions

I am making the small noodle-head open wide zipper pouch ~~> http://www.noodle-head.com/2012/06/o...rial-size.html

What are the two contrasting band measurements for? If I place a 4.5" contrast on the bottom of my outer fabric then the 3.5 on the lining fabric, won't shorter lining pull the pouch down once I put something inside? I think the inside is shorter to make sure the lining doesn't bunch, but I'm not absolutely certain. Can someone offer me the right answer.

I believe the lining is meant to be the full size (10x7"). The contrast measurements are just for the outer. So the 3.5x10" is the outer top part (the white/black print on her size example photo in your link) and the 4.5x10" is the outer bottom part (the denim looking fabric that she's using as the contrast bottom). Those two pieces are sewn together with a 1/2" seam allowance along the 10" sides. The final piece would then be 10x7". HTH
