I'd probably just keep rinsing and rinsing

I would worry about the harness straps, though - do you know for sure that he didn't wash those to be helpful, too?

Yeah, I'm pretty sure...the straps don't stink of detergent

I have had that issue with clothes passed from my sil. They always reeked of cigarettes and strong detergent. Try soaking it in a water bath with dish detergent, then rewash.

I would do an oxyclean wash with no detergent, and rinse a couple times. But I would still be worried that the straps had been submerged at some point in time.

What seat is it?

My SIL borrowed my infant seat for a few months, and then helpfully washed the cover before returning it. She uses fragrances that make me have a headache. I've washed and aired it, but it still smells strongly. I plan to set it out in the sun when the weather improves in hopes that fresh air will at least lessen the detergent smell.
