Memorization vs Reading?

What are your best recommendations for assessing whether an early reader is memorizing text/images or actually beginning to identify words on the page?

Rearrange the words on a separate piece of paper. If they are truly reading the words, they wouldn't need the pictures and they'll be able to read it when written separately.

Just give a list of words for the child to read. It will become obvious if he can't figure out words without contextual clues.
