It sounds like you have enough to make a good start! I would make a go with what you have and add along the way if you feel you need more.

Since you are being very cost-conscious, if you need more covers, consider checking out Diaper Safari covers. I love them more than my flips, and they are much cheaper! They even in buy 2 get 1 free specials sometimes.

As for wipes, have you considered making your own? I made mine for pennies by finding flannel receiving blankets at consignment shops for about 50 cents a piece and making them into wipes myself. Takes a little effort, but totally worth it to me for the cost savings! I made a ton of them and keep a stash in my kitchen also for messy fingers and faces at mealtime. They are so helpful!

I love our homemeade wipes!! Made 30 or so out of thick unused flannel sheet ( cut retangular shape, fold over and sew edges with machine to stop fraying) and use with natural homemade wipe solution.
A great suggestion from our midwife is to keep a thermos of hot/warm water at diaper changing station. I put a small amount of fdiaper solution in there and it's always ready for diapee change.

I agree an extra 2 covers could be helpful, but you can probably deal. Maybe check out imagine products at nickis diapers. They are less exp or on FSOT here. with 38 nb prefolds you should be fine. Snappi-ing is better at this age.

As for the flip covers, if you can get by with 5 covers at nb then you probably could with the flips too. Just wait and see what you need.
