Cloth wipes? I use cloth for my 2.4mos old dd2....

I understand your feelings on not forcing her... having two girls myself, such a see-saw it is!

Maybe have her sleep without undies and you apply the lotion while she's in her deepest sleep? (that almost sounds crude, but you gotta do what you gotta do!)

Or apply the cream as you are about to head out to her fave place? Most kids are willing to be their sweetest selves when they are giddy about going out.
I took her to the doc. He checked her out and checked her urine. It's not a UTI its just strong pee.

Thanks for the advice. I'll try it all tonight. Teaching them to use the potty is making me crazy!

Does she drink enough water? Is she trying to hold her pee too long? Strong pee is usually a sign of either not enough water or too much time between pees.

Even if she doesn't have a UTI, it might be worth adding some pure cranberry juice to her diet (not cocktail, 100% cranberry).

What about giving her a spray with a peri bottle then dabbing her dry? Doesn't solve the holding her down issue but at least the urine is off and doesn't hurt like wiping.

Yes, she holds her pee until the last possible minute.

That's a good idea! I'll try that as well.

What about wiping with her? Your hand on top of her hand? Then you check the wipe to see if it's clean or still dirty and needs to be wiped again? etc?

This is what I started doing with DD as we have the exact same problem. She will scream and fight and thrash you not to wipe her and it distresses me to have to literally force her. GAH! But anyway she will let me use the peri bottle. The other thing is when it was bad and she was holding it, I would just give her a quick shallow bath and she would go in the tub. Then I would spray her off real quick.
