Rash?

My son got a diaper rash a few weeks ago. It took several days but we got it to clear up. The strange part is that the worst of it was on the inside of his legs.

Yesterday I noticed that his legs were getting red again and then tonight I noticed that his legs are really red and kind of rough/scaly. What is this? Why would it be worse on his legs (like right where the diaper goes around his legs) than anywhere else? What can I use to treat it and what can I do to prevent it in the future?

He usually wears pockets or AIOs during the day and fitteds or pre-folds at night, so I suppose it could be the serging or it could be something in the PUL or the lining in the pockets/AIOs. I wonder if I should try just one kind over the weekend and see what happens?

I put a bit of neosporin on him last night before bed. I have no idea if it's even OK to use with cloth, but I just wanted it to get better so I didn't care! This morning, his legs were only a little red, but the skin was peeling...almost like it would do after a sunburn. Could it be something in the detergent? I ordered Charlie's soap last night because I've heard good things about it.
