how does wool work?

ok....does wool work because it absorbs moisture, or because it blocks moisture? I have read it absorbs like a ton of moisture....but it seems like that wouildn't make for a very good cover? And how does "felting" come into it? Is it better to have unfelted wool, or felted? Which works better? I am making some wool doublers. And I'm wondering if i should felt the wool first, then cut it down to size, so i don't have to worry about shrinkage? Or is felted wool bad?
