yes, but its ran by a bank. i beleive they use it to do some kind of credit check to make sure your address matches whats on it.

For everyone who got that error message , I called because I got one , all they needed was a utility bill of some kind dated in the last 90 days .. They use it to verify you live there and its kind of a for your protection as well as theirs kinds thing. I had to do the same thing with the company I ordered my camera from because when I ordered it we had lived here 2 weeks LOL ..... BUT they DO let you cross out all the account info. I faxed my cable bill to them on a friday and they had my account ready for me that Sunday. and my friend got her referral money the day my account got set up
