PTing and Public Restrooms?

We've been working on PTing Ivy for sev months, and she generally does good at home (doesn't wear dipes around the hosue) and at daycare (they put her in a dipe at naptime and occasionally other times is she's having a rough PT day). My question is how do I get her to use public restrooms? I will ask her if she needs to potty, she'll say yes, and then as soon as we get within site of the restroom, she starts wailing. We can go through this several times in a short span, which always results in her wetting her pants. It's really frustrating, and I don't know how to overcome her fear.

I drive around with a little potty in the back of our SUV because my son won't potty in public. However, in our house he has a cushion seat on the big toilet that he will use if he is upstairs. Everyone I talk to just says that it will come. I would love to read people's suggestions and/or comments.

Maybe you could start by bringing her to your neighbors/friends/relatives bathroom and explain how there are many different bathrooms that people use. Then you can bring her to a small public bathroom and she can watch YOU go pee. Then eventually bring her in there when she may or may not have to go... just work your way up to it.
My son will go on a "big potty" somewhere other than home/daycare after I explained this... and I let him sit on it backwards, he thinks its fun :-)
