Is this eczema?

This small bumpy rash appeared about 1.5 weeks ago. It only gets red when I pull him out of the tub. It is only on one leg, mainly on the knee. I have been putting melaleuca brand lotion on it.

My son had eczema, and it looked kind of like that, but it's so tough to tell from a pic. My son's only looked reddish after a bath too (he'd also get it primarily in that area), but there are a lot of bumpy skin rashes out there, so it's hard to say.
