My dd was only wearing a 2 when she strated walking at 12 months. We got all of her shoes at Target and Payless.

Teeny Toes from Payless!!! My ODD has super small feet (size 2 around 1 yr, still only 6.5 now at 4yo) The teeny toes from payless have sturdy but flexible soles and hold up really well. My YDD is now wearing her old ones. I was so sad when she finally outgrew them (they only go up to size 4).

We got DS rubber soled shoes from walmart. Size 1 (now a size 2 for this summer).
He still has growing room in the 0-6 mos. Robeez, but I don't like him walking outside in those.

Preschoolians have awesome shoes for all ages. They have a bit pricey, but so worth it IMO. They are great for outdoors as well, but still pretty soft, they have quite a unique sole.

someone asked about soft soles being used outdoors..yes! they're great outdoors too! at that young of an age, kids are so lightweight that it doesn't hurt them to step on something like it does us big folks! the soft soles protect their feet just fine!

DD is 15 months and fits a 3 with room to spare. She got her sized at around 12 months and was sized at a 1.5....so don't feel bad.

a baby at my play group was wearing these the other day- they are narrow, sorta mary jane style, soft soled, but way more...meaty on the sole than robeez if that makes sense. Robeez also has their mini tredz out, they have a more substantial sole on them as well but I think they come in the 6-12 mos size.
My friend's little girl just outgrew her 0-6mos. robeez by 12 mos- she has tiny feet, but my friend has been able to find her striderites and a few other kinds that seem to be doing the trick. I think she wears a size 2 or 3 shoe at 15 mos.

My dd wore a 3 all last summer and into the fall, so she was a year to 18 months... She'll be 2 soon and is only in a 5/6 now brand depending. We bought her shoes from Payless, Walmart, and Target mainly.

I loved UMI shoes when my daughter was younger. They have rubber pads on a soft sole and they're super cute! You can usually find great deals on the smaller sizes, too...lucky you! I had trouble getting small enough shoes for my girl, too. Try zappos.com or shoebuy.com or even amazon.com and search Umi.
