I'm so sorry I took this long to respond! Please PM me everyone, b/c I'm horrible about checking threads.

They are made with premium toddler pf's, that were trimmed to be an 18 in rise. I folded them over w/my 1 yr old, but used them normally at almost 2 yrs.
