I personally wouldn't start a child on whole milk that young. Both of my boys are allergic to the proteins in milk. Even organic milk gives them problems (not as much, though).
I would look into the powered goat's milk if you absolutely have to switch.

i wont do soy and my son still hasnt had milk except a couple sips he snatched when i sat my cup of strawberry organic milk down before, i dont think he needs it...but theres no way id give cows milk that young, but thats me...
id do goats milk if youre having supply issues over the others if at all possible. im not having supply issues but if i was (im 17 wks too ) then thats what id try to give him...

Ds#1 started milk when he was 1 1/2 and DS#2 started milk when he was 11 months. He refused to drink formula so the doctors said give him millk if he takes it and doesnt have a problem. I started with a few ounces then did half and half till he turned 1, then he only got milk.

London is 16 months now and he still had not had cow milk, I give him soy milk in place!

I would do formula at that young age. We didn't introduce whole milk until after a year, and even then, it was a very slow introduction.
