Paypal question for those that run co-ops

I buy wheat through a co-op. When paypal changed their fees policy I informed the lady running the co-op that she could accept payments owed for the co-op without incurring fees by using the "personal/payment owed" option.
Well, she just received a letter from paypal that they noticed she was receiving payments for purchases and that if she continued they would close her account.
Isn't the proper way to receive payments for a co-op through "personal/payment owed" ??? She isn't selling anything, she is collecting payments for money put out on our behalf. Has anyone ever talked to paypal about how to run situations like co-ops??
